Job Description

The League of Minnesota Cities is hiring a Loss Control Consultant.

Salary:   $77,000.00 - $96,000.00 Annually

Remote is Optional

Position Summary:

Provide field visit services to public works and non-public works LMC members (city administration) with an emphasis on loss control for public works. Provide both on-site and remote consultation (phone, email, webinars) on best practices, risk management and loss control to prevent worker injury, property damage and liability claims. In consultation with the loss control team, develop model documents, risk management tools and training materials for a specialized public works. 
 
Related to public works consulting, this is primarily a field position and work can generally be accomplished without driving to the League offices in St. Paul daily . The assigned territory for this position will be either Southwestern Minnesota stretching from the Metro area to South Dakota just along Hwy. 212 and west of Hwy. 35 from the Metro to the Iowa Border  OR Northwestern Minnesota stretching from the Hwy. 12 to the Canadian border in the North and from Hwy. 371 to the North Dakota border in the west. The position will be expected to travel frequently within these areas for site appointments. Additionally, some statewide travel to speak on water/wastewater management may occur intermittently.

Essential Job Duties:

  • With an emphasis on wastewater and water systems management, provides public works consultative loss control service to member cities to assist the city’s management in developing an effective loss control program.
  • Analyzes losses, generates/submits comprehensive loss control recommendations to assist in correcting deficiencies and controlling losses and related costs.
  • Performs job hazard analysis, hazard/exposure recognition surveys and training for city management (train the trainer).
  • Provides city members with resource materials, audiovisual materials and loss experience information.
  • Prepares detailed, written, multi-line, loss control surveys/reports/forms to relate loss control information to others.
  • Develops/maintains public speaking skills. Assists in the preparation/presentation of workshops/seminars and other training.
  • With an emphasis on water and wastewater systems, researches, develops and delivers presentations on public works occupational safety, loss prevention, risk management.
  • Develops/maintains a positive working relationship with member cities primarily in an assigned geographical territory and with public works agencies state-wide.
  • Maintains regular communication relative to loss control issues with appropriate supervisory personnel.  
  • Keeps informed of new techniques and equipment used in both public works and loss control.
  • Able to travel, to include overnight and multiple night trips, to effectively manage workload in an assigned territory. Includes overnight travel to conferences when necessary.
  • May perform other duties as assigned

Core qualifications & Desirables:

  • Five years or more of experience in public works for public entities (cities, counties, townships) in areas such as water and wastewater systems management, street maintenance & plowing, utilities, parks & recreation, etc., at least three of which included responsibility for safety-related functions within the assigned area.
  • Must possess effective oral, written and consultative communications skills.
  • Must possess/maintain valid Class D Minnesota motor vehicle driver's license.
  • Must possess/maintain valid Minnesota motor vehicle insurance.

Desirable Qualifications:

  • MCPA wastewater operator certification. (or ability to obtain within 1 year)
  • MDH water operator certification. (or ability to obtain within 1 year)
  • Supervisory or leadership experience in public works.
  • Familiarity with Minnesota public works organizations which serve general maintenance, water and sewer workers.
  • Working knowledge of workplace safety, OSHA, risk management and loss control concepts, especially as related to public works/public safety job duties.
  • Working knowledge of public sector public works, including typical equipment and materials used in public sector public works.
  • Emergency management or fire department experience.
