The EDD Workforce Services Branch (WSB) is seeking candidates to apply for an Analyst I/Analyst II position in the Process Risk and Oversight Unit (PRO) within the Deputy Director's Office. Working as an Analyst, you'll be part of a diverse and passionate team helping our fellow Californians get back to work. The Analyst I/II plays an important role in helping the organization work more effectively and make better decisions. In this position, you'll partner with leadership and program teams to understand what's working well, what's not, and where there are opportunities to improve.
You'll review and analyze data from a variety of sources to identify trends, gaps, and potential risks. From there, you'll turn your findings into clear, practical recommendations that support decision-making and improve day-to-day operations. This role also supports key efforts like risk management, State Leadership Accountability Act (SLAA) activities, change management, and strategic planning. You'll help teams improve processes, strengthen internal controls, and successfully adapt to change. This includes assisting with risk assessments, supporting change initiatives, and creating clear, easy-to-understand communication that keeps everyone aligned. We're looking for someone who can think critically, communicate clearly, and work well with others to solve problems. About WSB:

The Workforce Services Branch (WSB) administers the Workforce Innovation and Opportunity Act (WIOA) and Wagner-Peyser (W-P) programs which prepare adults, youth, and dislocated workers for participation in the workforce and brings employers with job openings together with qualified job seekers. The WSB is comprised of three Field Divisions which directly deliver services to the public across California: Los Angeles/Coastal Division, Northern Division, and Southern Division. The WSB’s Central Office Workforce Services Division supports EDD staff in the field and provides program guidance to WIOA-funded partners located throughout California. The Deputy Director’s office oversees the Branch personnel program, risk management program, statewide workforce initiatives and participates in the development of policy and funding strategies in support of the workforce system.

Statement of Qualifications Requirements

A  Statement of Qualifications (SOQ) is Required . The SOQ serves as documentation of each candidate’s ability to present information clearly and concisely in writing. 

The SOQ will be a narrative addressing the questions listed below on how your experience, training, education and skill qualify you for the position. Please number the response in order of the questions below. The SOQ must be no longer than 2 pages. Include your first and last name with the job control number at the top right corner of the page. 1. Tell us about a time you helped support a change in your organization (such as a new process, policy, or workflow). What was the change? What was your role? How did you help communicate the change to staff, so they understood and were ready to adopt it? What was the outcome? 
2. Describe a time when you took complex information and turned it into a clear recommendation or insight. How did you gather and review the information?  How did you organize or break it down? What did you recommend, and how did it help improve a decision or outcome?
